Perceptions of Aid Delivery in Lebanon

This report offers a structured assessment of aid delivery during Lebanon’s 2023–2024 emergency response, bringing together the experiences of internally displaced persons with the perspectives of civil society, coordination actors, and national institutions. Developed by Restart Center under the BINA Project, in collaboration with Dr. Dolly Bassil and Bassam Al-Kantar, it provides an evidence-based analysis of transparency, fairness, inclusion, accountability, and coordination, and concludes with practical recommendations for more equitable and resilient emergency response frameworks in Lebanon.
